The Security Service of Ukraine, in cooperation with the National Police, has detained two men suspected of preparing attacks in the center of the capital on behalf of Russian special services. According to the investigation, they planned to attack buildings of territorial recruitment centers.
The detainees were considering various attack methods, including shelling buildings with a grenade launcher, using Molotov cocktails and combat grenades, as well as detonating improvised explosive devices. The men were caught during reconnaissance near potential targets and were detained before they could carry out the plan.
According to information from the SBU, both detainees had previously been serving sentences in a prison. One of them was a resident of the Chernihiv region, convicted of murder, and the other was his accomplice from the Sumy region. They used their own car to travel, avoid the city, and film the locations of sensitive facilities, security personnel, and surveillance cameras on their phones. They also studied potential escape routes from the sites of planned attacks.
According to the investigation, they were supposed to involve another accomplice in carrying out the plan. During the arrest, a combat grenade was found in one of the suspects' vehicles, which, according to law enforcement, was prepared for a terrorist attack. The two suspects were informed of the suspicion under Article 1 and Article 14, as well as Article 2 and Article 258 of the Criminal Code of Ukraine – preparing to commit a terrorist act by prior conspiracy with a group of persons. They face up to 12 years of imprisonment with confiscation of property. The third alleged participant of the group, who is hiding abroad, has been informed of the suspicion.
