Kyiv City Council to consider new rules for electric scooters and mopeds

Kyiv City Council plans to adopt new rules for the use of electric scooters and electric motorcycles. According to the draft resolution, using scooter rentals will be allowed for individuals aged 16, and their maximum speed on streets will be 19 km/h, and in parks – 8 km/h.

The Kyiv City Council is preparing to consider a draft resolution that establishes new rules for the use of electric scooters and electric motorcycles in the capital. The document, published on October 19, sets age restrictions and speed limits for both types of transportation.

According to the project, the use of electric scooter rentals is permitted for individuals who have reached 16 years of age. The maximum speed of scooters on city streets will be limited to 19 km/h, and in pedestrian zones, parks, and other areas with high pedestrian traffic – to 8 km/h. Scooter rental operators are required to ensure automatic speed reduction in these areas.

To operate electric scooters, one must also be at least 16 years old, but also possess a driver's license of category A1. The maximum speed of scooter movement will be up to 25 km/h. Movement on sidewalks and bicycle lanes is prohibited, and wearing a helmet is mandatory.

The proposed resolution also includes the creation of a registry of "unscrupulous users," which rental operators must update every 48 hours. Municipal enterprises will define speed restrictions or complete bans on traffic, as well as the maximum number of light vehicles that all rental operators in Kyiv can provide. The document amends a decision of the Kyiv City Council from June 13 2024 year.
