Kyiv: Residents of apartment buildings are offered to prepare their homes for winter at the expense of the city budget.
Residents of apartment buildings in the capital can make their buildings energy-independent primarily with budget-friendly funds: the city offers preferential loans at 0–5%, coverage of up to 70% of the cost of work under the "70x30" competition, and up to 99% for major renovations. Also, 75% of the cost of generators, inverters, and batteries is reimbursed – from 100 to 300 thousand UAH, depending on the building.
Residents of apartment buildings in Kyiv can prepare their homes for winter primarily using affordable funds. This was reported by journalists from BIHUS Info, who listed municipal programs for co-owners of residential buildings.
Among them is the "Revolver Fund" with preferential loans at 0% or 5%, the "70x30" energy efficiency project competition, in which winners pay 30% of the work costs, and the city contributes 70%, as well as major repairs, where the city's share depends on the type of work and can reach 99% — leaving residents with approximately 1% of the cost.
The city also reimburses up to 75% of the cost of independent energy sources – generators, inverters, and batteries – up to 100 to 300 thousand UAH, depending on the building, and provides financial assistance to newly established HOAs. The programs can be combined: combining the "Revolver Fund" with "70x30" almost completely covers expenses from the city budget.
According to Kyiv Mayor Vitali Klitschko, since the beginning of the full-scale war, the city has allocated almost 2 billion UAH to energy resilience and energy efficiency in buildings.
